I sure hope not. TW only gives a license to hunt in their big market areas. The hunter usually bears all the cost associated, unless TW sees a cash cow, then they do a 50/50. Very seldom will TW front all the costs associated with getting a platform in a large market area.

I definitely agree that there is a significant similarity between the two. It just seems like two separate entities would produce sites that are significantly DIFFERENT.
IMO there is a good chance there is a (close) connection.
