Just a suspicion, but it looks like the gathering for an installation. With the spool of heavy cable, I think it is quite likely an anode (manufacturer unknown for now) I wonder if this is part of the SAM project, as that should be close to going out.
We know the SAMs are anodes and will carry additional anodes below.
We still have those 13 spools of heavy wire/cable somewhere off camera, and the 12 anode sleds in the fab shop.
