NSTLQ.OB .04 UP 48% this is the only Q stock I know that has been trading in otcbb for years....why are they allowed to trade as a fully reporting company? is someone taking over the shell and taking advantage of the net loss tax carryovers just like what's going on with chapter 11 shell STBP from .0001 to .50?

STBP has 35m o/s while NSTLQ has 41m o/s ...almost similar share structure and former NYSE stocks gone bankrupt
