end of year?! Where did THAT estimate come from?
From my expereince, the reason plans are submitted for approval early in the year is so that construction can begin during the spring and summer. Best construction times, of course. Less snow and rain,...AND pavement facilities are open.
Additionally, most jursidictions have a maximum time frame to work with the permits once approved.
