It's better than that! Any new high today is also an all time high for NNVC as a Bulletin Board listed stock. Current OTC:BB intraday high is $1.10, and closing high is $1.04, both set on July 9th of last year.

So, at $1.08 we're currently in OTC:BB all time closing high territory, but haven't yet printed above the all time intraday high.

edit: now at 3:30p ET we've matched the all time intraday high of $1.10
