The in-line sample measuring/monitoring (and perhaps control) is a key selling point for any such system EW builds. The way I understand it, this would sample the fluid as it is moving through the system and analyze it, instead of someone having to manually collect samples. Time and labor saving device/system plus the resulting quality can be even higher with a machine (instead of a human) doing this at frequent intervals.
