(1) Incompetance
(2) Change in strategy; Since they lost their shorts on the buy back (which will be revealed on any GAAP audit if they release one), they're printing new shares for themselves so they don't lose too big. Meanwhile the stockholder continues to get screwed at the same time they've been promised compensation for losses.
