I just spent quite a while surfing the site not logged in and didn't see that ad, but was annoyed enough with the inside-messages Google ads and especially their performance that I asked Meaty to rid of us them, which he's done.
Once logged in, the add on top usually stays until you use a new window. You won't find the one in question by surfing the site. Now that I know that, I'll simply close and reopen the window in the future if such a thing pops up again.
Found it, and here is a screen shot of 4 of its various alternating background images. The image background colour changes very quickly while the winner winner winner and congratulations flashes. The claim number slides back and forth sideways.
It doesn't seem bad if you aren't looking at them all at once flashing insanely.
