If there was a sense of community, the City would have the city developer approach LLEG with a landscape PLAN theCity would like to see implemented, with an offer to solicit materials and help, should they be needed to accomplish the project. I certainly would not leave it to LLEG to come up with a plan, if the aesthetics are that important.
