The OS is 21M, not the float according to Pacwest - Pacwest wont give out float info. Now that we know the R/S did happen in 2004 this confirms that the float right now is very low, probably around 2-3M maybe lower.
The 21M OS probably includes shares issued to insiders and are most likely restricted. Common practice in r/m deals to issue restricted shares.
Think I will give Pacwest a call today and see if I can get some sort of updated info.
