Sage, it looks to me like three identical units being constructed. Two in the assembly bay and one being setup for a Factory Acceptance Test (FAT).
The gentleman in the cowboy hat we were referring to earlier is likely attending the FAT. He could be anywhere from mid-level to top dog of the company who ordered the custom gear.
