There seems to be a lot of panic selling, while the HUI is approaching its 200-dma. This has been a good point to buy in the last few years, although it could stay under it for a while too like it did in March 2003.

EDIT: these 200-dma touches have been coupled with RSI-14=30 in the past; I wouldn't base my decision on TA but who knows.
