I thought Matt had already replied to this, but in case he didn't, Stock-specific, in my understanding, is any board that's in the "Nasdaq/Listed", "OTCBB", or "Canadian" categories. And everything else would be non-stock-specific.
Matt has learned the hard way (and I've believed all along) that post-deletion on the whim of whoever started a board is a slippery slope to a very bad place. It's his desire (and I'm behind him 150% on this) to just make sure that touts aren't deleting negative points of view just for their being negative, and bashers aren't doing the same to positive posts.
In response to Hal's comments about not being able to police boards in a timely enough fashion for these limits, I thought that's why there are generally 3 people able to do post deletions on any board.
