The ultimate new problem, in my mind, is that the share price has dropped so far that the holders have to be considering a R/S to recreate presumed shareholder value. There is no reason to think that the company is very close to permits, nor the delivery of machinery - but the first thing is the more important of the two.
I certainly know that the person who has left the building and yet supposedly continues to advise management knows how to complete an R/S, and knows how to sell it as being in the best interests of shareholders.
