what you are speaking of is different than what i am talking about. you are stating the obvious. i am referring to the possible need for "clearance" or "permission" from the manufacturer who owns the name/brand which the cars are being sold. to my knowledge, you cannot as a dealer make a deal to modify and market new vehicles from the manufacturer as a different car without their permission. unless you know the answer to that question, what you are saying has no relevance to my concern.

Actually a dealership 'rents' the cars from the automaker. It's called the 'floor plan'. They pay the interest to the automaker, not the bank. Once the car is sold, then they send the money owed to the automaker, be it GM, Chrysler, Ford..

Yes, cars can be modified by the dealership as long as it doesn't effect safety and the warranty.

Cars like the Yenkos and the Superbirds were sent out by GM and Chrysler to be modified before they hit the dealerships. And in the case of the Birds, if they didn't sell, the dealerships used to pull off the noses and wings, and make them into Roadrunners again.

AND, I know of a case where a GM dealership was doing a terrible job. GM came in the night with their car carriers, and emptied the lot of all the new cars with no notice.
