Pending ID from someone who has more knowledge, I'll take a stab (guess) they are part of a flotation fitting that will have syntactic foam molded around the exterior of each one. Two halves that fasten on a flowline like a donut.
Hey, it's just a guess. I think someone else posted that idea already as well.
If it is a powder coat paint it would make sense that they get baked before the foam is cast around them.
