Map link for Lufeng, Guangdong. Zoom out until you see Zhanjiang and Yanxi in the below left corner.

http://europe.mapquest.com/maps/map.adp?formtype=address&addtohistory=&address=&city=Lufeng&state=Guangdong&zipcode=&country=CN&location=5BWVPYTB55eN%2b8LEPKGWmacQ3Z6c3MGOi8kqJXiDkzPSQX4S21%2b9XuIPtl1Y2KY2h%2f0aVlspbW6MXKwOl8pk%2bz96PVlG8eza7ZgyKQ0x1dg%3d&ambiguity=1

Lufeng appears to be a lot smaller than Zhanjiang; and way up the coast. I doubt that this pr'ed project will interfere with ours, too many populous cities inbetween, eg Kowloon. Note that Yanxi is next to Zhanjiang.

Wow, this is a big project... "125 million kilowatt windfarm" which is 1.25GW. First phase of Zhanjiang is only 49MW. See link below for wattage measurement:
http://www.eia.doe.gov/cneaf/electricity/page/prim2/charts.html

On the other hand, we should focus on Guangdong needing all the power it can get, from the pr:

"A power crunch has plagued Guangdong, the country's industrial powerhouse, for years, and in 2008 shortages threaten to become the worst in three decades due to demand and also damage to transmission lines caused by prolonged cold weather."
