Elmer, is this a drive-by, or do you plan to make an intelligent contribution? Simply feigning shock that there is a slow ramp rumor from a Taiwan web site hardly counts as thoughtful discourse! Examination of that rumor here and on SI does not uncover any supporting facts, it is most likely a translation error or misapplying a regional number as a worldwide figure.
By the way - you aren't the only one who predicted that AMD stock would sit at this level for a while. I've been saying that for some time, and if we are entering a bear market (as I believe) then the price is likely to go down before going up.
Using Intel as a gauge of the processor market we see that Intel is down 15% YTD, and AMD is up 5%. Now, I've been saying that AMD would be held back by a soft stock market, and you've been saying that AMD is due for a fall because of mythical manufacturing issues. Given the Intel results this year, I think a sensible person can see which explanation fits better.
