I have what we call a skid tank. It is on skids rather than wheels, can drag it around in a field or on a consruction site. We had this tank set up on blocks and several years ago, they stopped delivering my fuel. The requirement was to build a containment structure to catch accidental splills or leaks. However by making it mobile, I put it on a trailer, I was able to circumvent this reg. and fill it whenever where ever I chose. I no longer use this tank so this may have changed. Further, some time ago i talked with the folks at the local peanut mill here about using peanuts for feedstock. I was told at that time of their headaches when installing and getting approval for a new tank they had purchased. Perhaps this is of no concern in bio plants. however logic would suggest, based on the above experience, that there will be certain regs that warrant concern. I have looked for the regs, but so far have not looked in the right place it seems!
