I dont know of a "law" where the company must announce they are doing a buyback. I think alot of the time, companies announce they are doing buybacks because it is a positive material announcement, and not because they are required to by law.
Espically down here in the OTC, most of the time a company announces a buyback, they do it because they want to generate momo for the stock, while not really buying back any stock.
Im saying DDI mangagement would do the exact opposite - actually buy the stock up and not PR it.
