Nyet! The letter starts out by saying that the Russian Govt "...are unable to provide you with any information on its operations or standing". Which is to say they can not state whether they own anything or not.
That is not equivalent to the "Russian Consulate stating that AURUS CORP. Bought Zabaikalgeoprom and it is the Russian asset of Aurus Corp."
They go on to say, "as we understand it" which translates to, "this might or might not be true, we do not stand behind this information, it is just what the company told us on a form and we understand it to be as such".

That is in no way a governing body representing the information as factual. They just gave you as much info as they had in order to help you in your quest.
Things need to be proven true in order to be true. They cannot be assumed to be true because they are not proven untrue.
After many letters went to TSNIGRI on the subject of the audit, there were those who thought that since they weren't answered the report must be real... but now when it comes out that TSNIGRI publicly disavows (to an agent of the press) any knowledge of Krong or Aurus, how can it still be possible that the report is legit?
