See my prior post, but a quick answer:

As growth occurs so do the requirements or should I say at the government level; new ordinances are developed and implemented immediately.

Take house building requirements for a community. In my community it once only required a 40 x 80' lot with a 10' variance. Over time some rapid development occurred......Guess what now in my community it requires a 50X100' lot with a 15' variance to today build the same structure or added on to an existing structure.

Same concept down there in Fort Worth and the urban drilling activity.
