Yes, to be able to take advantage of that tax credit, first they must spend $40 million on the plant, then they must be profitable enough to otherwise owe $2 million per year annually in State Corporate Income Tax. With the State Corporate Income Tax at 6.5%, it will take ~$30 million per year of PROFITS to fully realize the savings spelled out in the PR.
