SA.V is traded in the US by using the symbol SOACF.PK.
I have been buying Canadian mining stocks through a US broker, but when I place the order, I have to take into account the exchange rate. Right now, the exchange rate for USD/CAD is 1.0025. So if I wanted to buy SA.V for $1.30 per share, then I would divide 1.30 by 1.0025, which would be about 1.297. I would then add 1 or 2 percent to that for the international brokerage fees, etc. Then I would place a limit order for $1.31 or $1.32.
The pink sheet symbols for international stocks can be looked up on finance.yahoo.com. In the Get Quotes box type in the name of the company, and a list of all its international symbols pops up.

With your Broker, set up both U.S. and Canadian Accounts
