It is a RM with reduction in shares...
The term "RM" implies that a share reduction may be involved. In a reverse split, there is no change in parent company. Here, we have a change in parent company. Therefore, this is not a reverse split, it is a reverse merger.

I could be wrong but it appears the Roget's definition of issue means to create. It doesn't say anything about exchanging.

Maybe I'm crazy and haven't a clue, but I don't see where a r/s split is written in black and white.

How many steps are there and what are they? we don't know yet.

It's all speculation from anybody on the outside at this point.
