Admin Change: Suspended Users that Mod

We had some issues with some Mods that were suspended changing iboxes and putting silly stuff in profiles.

SUspended users can no longer:
1) Edit profile
2) Use any of the Mod functions

Kudos to DAVE and MEATSLIVERS for this one.
