Joe, I think it may be more like this:
Without Windows, there is probably a limited notebook audience willing to pay a premium for A64 in their laptop. So, instead of devaluing that brand, they produce a very competitive 32-bit part, which has the added benefit of using the same infrastructure as the A64, instead of socket A. This helps move socket A out of the picture, and provides an upgrade path for users in the future.
