It's hardly a burden, as one can easily make a rather accurate estimate of future Prescott speed grade performance.

Besides, if, as you claim, Intel will manage 3.6 GHz Prescotts in Q2, the 3800+ would be only 200 PR points in excess.

The FX-53 on 939 will not get an official PR rating, it's just there to beat the 3.6 P4EE whenever Intel gets around to one (and likely the 3.8, and if Intel does switch to EE = same cache, iAMD64 enabled, it'll keep up with the 4GHz EE, too).

Also,

beating Intel by a big margin in processor speed would be foolish as it would not be maximising their return in investment.

Ideally they want their products to be percieved as better quality and superior in their capabilites, without throwing a semiconductors cycle worth of R&D investment in the toilet by feeding their own ego's and beating Intel.
