Yes if you have no desire to trade when you want to, you can order certs, not saying that you will get them though.
I have had an order for certs over two years, and many phone calls to my broker, I still don't have them.
Yes CEDE is the holder however the DTC is the clearing house, I didn't want to muddy the waters with alphabet soup.
