It is an easy fix if they want to fix it but they rather just cover it up!
1. No ex-clearing, all shares must be cleared through the DTCC, no exceptions.
2. DTCC must track and make sure all shorts are covered ON TIME and if not then that Broker/Dealer will be FINED and not allowed to Short that stock any longer!
Fine them consistently and it will not be profitable for the Brokers to be buddy buddy with the Hedge Funds! Simply make it unprofitable for the Brokers and there will be no more problem from here on out!
