At Intel's last conference, Sunlin Chou said that Intel has the capability already to produce NAND flash, but they do not because it does not fit their business goals for the division. NAND flash has the lowest cost per megabit, but NOR is much higher performing. Keep in mind that Intel is going after cell phones and PDAs with their flash chips. I don't know the exact business reasons why they avoid the other markets, but it could have something to do with the profit margins or competition in those markets (no sense in wasting fab space if they end up making less money than NOR).
