I thought the legislation was a done deal? Or does this mean that more modifications are made to the bill before it becomes voted on as a law?

I looked up SJ111 and found the following at the bottom of this document:

Section 2. The Kentucky Group Health Insurance Board shall include the findings of the study in its annual report submitted to the Governor, General Assembly, and Chief Justice of the Supreme Court by October 1, 2004.

I am not sure if we will be able to get any progress reports before the October 1, 2004 deadline for the annual report or not. ?? What do you think?
