PTEL ex date was Sept 17, it hit the Daily List on the 14th.

When you say "announced" do you mean company put out news? They'll often do that after the fact. Also when companies put out news regarding splits and dividends before the fact, they usually just get things wrong regarding when it will actually take place and talk about record date which is meaningless.
