CELL - Was the SL not 17 close? Is it broken now?

Zeev, sleeping at the switch this morning, I let my 2/17 OB pick up CELL at 16.19 . Reading thru today and yesterday, I see where you label it a falling knife going to 15. Is 23 or 25 in the cards again before election day?
