That is the "rational" thing to do. To me, cash is a very dear commodity, if you cannot find a way to deploy it in your business to bring in returns as you get on your working capital, your job is either to find other places with such returns, or give it back to stockholders. Right now, they don't. They should seek a very large opportunity (hint, hint, make our country energy independent, just one of many) and invest money to achieve that goal, instead of waiting for the government to do it. Of course, it is not their "core competence", but with that kind of money, you can buy "core competence".
