Float is 24 million? LOL, Float is a very subjective term. Some consider anything issued and outstanding to be the float. By the way, they had to increase the A/S to 120 M to hold that "dividend" didn't they? That means they didn't have sufficient room to issue shares previously and all those were free trading. Soooooooo, therefore the float must be at least 120 M becuase they increased it to make room for the "forward split / dividend" shares, depending on how you wish to look at the issue in question.
