etrade showing 0.723 x 0.77

I have atrade too and that happens often (at least with me) for penny stocks

I see that in the AMTD streamer but L2 shows the bid/ask as $0.723 X $0.77. Over the past 24 hours I've seen several differences between the streamer and L2 information.
