If figured 17b would cover paid bashers as well as paid promoters. A paid basher is promoting the short side.
Unfortunately wrist slaps seem to be the norm with the SEC.
Even when they order fines, interest and disgorgement, the perps often plead poverty and pay little or nothing and I'm always wondering, where did the money go.
