No the investor should be concerned about Steve and Petar and make their buys/sells accordingly. I fully believe that investors should be allowed to make their own decisions based on their own DD. Investors are the ones that have to live with their decisions. The Gov't doesn't have to live with the loss, but they do love to get their hands on the gains.
