Licking County Assistant Prosecutor Ken Oswalt said Riley fraudulently obtained "well over a half-million dollars" in transactions with banks and others.
Riley allegedly misused investment money, provided false information to get a mortgage, obtained loans under false pretenses and never paid for equipment. Authorities claim between Jan. 1, 2002, and Jan. 15, 2007, Riley misrepresented the facts leading to a mortgage for a residence on the 300 Johnet Drive, St. Clairsville, and the sale and financing of a 2002 Dodge Ram from A&B Auto Sales, Bellaire, to the same woman.
Oswalt said Riley ran several businesses in Hebron. Riley reportedly was involved with American Aggregate Corp. USA, MC Riley Properties, United Waste, MCS Co. Inc., Ireland Equipment Co. and Eagle Industries.
Between June 1, 2003, and March 1, 2005, Oswalt said Riley persuaded a couple to invest almost $500,000 in a company and misused the money.
From July 29 to Nov. 30, 2003, authorities claim Riley stole more than $100,000 by deception from Manhattan Mortgage Co.
Between Aug. 9, 2004, and Nov. 14, 2005, Riley allegedly stole more than $5,000 in money and recreational vehicles from RCD Sales and Fifth Third Bank by deception.
Authorities claim between Jan. 1 and April 30, 2005, Riley obtained a loan worth more than $100,000 by deception from Commodore Bank.
Between Jan. 7, 2005, and June 15, 2007, Riley allegedly obtained a grapple tool and related equipment from FLECO Attachments Co., but never paid for it.
On April 18, 2005, Riley allegedly used force or threatened to use force while stealing more than $500 from a woman.
Between Aug. 6 and Dec. 26, 2005, authorities claim Riley stole more than $5,000 in cash and vehicles from Coughlin Automotive Group, Park National Bank and/or J.P. Morgan Chase Bank.
During that time, Riley also allegedly possessed a fraudulent power of attorney for a man.
Engaging in a pattern of corrupt activity is a first-degree felony. Riley also faces six third-degree felonies: robbery, two defrauding creditors (more than $100,000) and three aggravated theft charges; and seven fourth-degree felonies: three grand theft, three defrauding creditors (more than $5,000) and criminal simulation.
If convicted, Riley faces nearly 40 years in prison.
The indictment also carries an additional allegation, and Oswalt explained it is a notice that Riley's liability in these charges are either as principal offender or in complicity with one or more others.
Riley was indicted in April in Franklin County on one count of unauthorized used of property, a fifth-degree felony. He is scheduled for a trial today.
On May 19, 2005, authorities claim Riley and a co-defendant, Carolyn S. Overman, accessed state records to locate a witness in another case
Oswalt said Riley befriended a woman to get to state tax records to locate a witness in the Licking County case.
Overman is facing two felony counts of unauthorized use of property from 2005 incidents at a trial scheduled this month.
Riley also has been charged in Colorado for theft, Oswalt said.
Riley is scheduled for a bond hearing on the Licking County charges at 8:30 a.m. Monday.
