Don't let the media sensationalism cloud the issue. They like the words "cheat" but fact is it was an NFL rules violation. Trying to figure out the opponents defensive signals is something that has gone on forever in ALL sports. The violation was having video camera on the sidelines taping it. A person in the stands taping the signals is OK, even if they give it to the coaches afterward.
Cheating would be something like stealing the opponents playbook, poisioning the opposing teams pre-game dinner, etc.
