Besides if they truly plan on the share price rising what an investment to buyback now at .0001 instead of say .002 later.

IMHO,

I believe the cash is stockpiled so that management, when it sells its shares at a guaranteed (can't confirm nor deny) price, the company will need to make up the difference. Why else would they keep that kind of cash around? Is it still around?
