HIV as a means to population control is a compelling and grotesque thought. But I would put nothing past the regime of George Bush and the compassionate conservatives.
They are preaching abstinence to these young girls?:

Yet Bush threatened countries with trade and aid reprisals if they didn’t toe the no-condoms, abstinence-only, anti-abortion line in the vote to weaken the U.N.’s commitment to providing life-saving information to those young women."
The compassionate conservatives are only "compassionate" when oil is involved.
