It i still accruals, they don't get paid the day they get notified of owed royalties. You must understand that there are two types of royalties, some that are dependent on the volume of sales of the product licensed, and some which are fixed quarterly (for instance, INTC owes the bu$$ a fixed license fee, but Elpida' fees are volume dependent). In the DRAM and Flash business it would be mayhem if companies reported guessed royalties because volume and prices are nt foreseeable. Three years ago we looked at the same situation on the bu$$ trying to fathom the quarterly income and the company informed some people that inquired that indeed, royalties are recognized only after the licensee's quarter is closed (and actually there is a window after that).
