From father to son. I know that. And even if I didn't that would make perfect sense: if there is a small number of job openings that pay twice as much as anywhere else - there will be tens of thousands of people wanting those jobs. And who in his/her right mind would give such lucrative jobs to an ousider?
I remember reading somewhere that some railroads still have position for people dealing with coal even though they don't use coal for many years.
I can tell you the story from my company: there was an union guy who didn't do his job properly. He just didn't care which is a normal situation when someone knows that he can't be fired. So the management couldn't fire him because he was a union guy. The only way they though of was to eliminate the position. And they tried to convince the union to fire the guy because he just didn't do the job. So the long story short, when the position was eliminated the union fired some good young guy and moved that lazy bum into his position. Because of ceniority.
But liberals won't know that. They are too busy rereading fairy tales about hard working union people who move the progress and defend civil rights.
