My guess is your friend rec'd some kind of package deal, thus the agreement was signed; also I'm assuming your friend did nothing wrong - and this was a straight lay-off.
I don't know what your friend did at MRVL - but if the individual was "in the position to know" it is possible something is going on behind closed doors thus the agreement.
