I know that when new lumber and supply stores opened here (not the mass home improvement warehouses) that they first recruit out of other established stores. When you do that, you bring people who already have contacts, already know the market, already know the products and have very little training involved. My father was recruited twice in this manner. (As I've stated before, he is in this business.) If there are any positions open after recruitment, then I would speculate an ad would be run.
This is true for many other businesses that are opening new in a town. I've been recruited once myself. It's good business.
Just speculation on what the delay is. It is a plausible delay. Hardly something to jump on as, "oh it's another lie." Isn't it funny how some are so quick to jump to that conclusion?
