Jack Kennedy was not considered conservative for his day. Maybe people who try to go back and recast politicians without talking into consideration the progress and evolution of society.
He certainly was not in any way a social conservative as that would totally misrepresenting the man. He may have been considered a fiscal conservative because he cut taxes.
Are you not aware that Johnson was able to pass what Kennedy couldn't in the "great society?"
