I don't understand the naked short thing.

Bootes wasn't accused of naked shorting in the PR.

His shares are restricted and hard copy certs and as far as we know, still has them.

How is this NSS done?

I don't understand how restricted certs can be used to short. I thought that was a way to make it impossible to short those specific shares.
