In business, the shares outstanding (example) is the total of all issued shares less any treasury stock (example).
Treasury stock is/are not part of the OS. That's when a company buys back stock and it is retired. Everything else that is issued is part of the OS.
Outstanding Shares (Investopedia)
Stock currently held by investors, including restricted shares owned by the company's officers and insiders, as well as those held by the public. Shares that have been repurchased by the company are not considered outstanding stock.
